BEIJING, June 8 (Xinhua) -- The State Council recently issued the Modernized Emergency Response System Development "15th Five-Year Plan" (hereinafter referred to as the "Plan", Guofa [2026] No. 15), comprising seven major chapters, five key tasks, and 17 national-level priority projects, comprehensively deploying work safety, disaster prevention, mitigation and relief, emergency industry, and grassroots emergency response construction for 2026-2030, and mapping out the medium- and long-term emergency modernization development blueprint through 2035.

The Plan emphasizes adhering to Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as guidance, putting people and lives first, upholding a holistic approach to national security, coordinating development and security, taking high-level security to guarantee high-quality development as the theme, promoting the transformation of governance models toward proactive prevention as the main thread, and taking reform and innovation as the fundamental driving force. It seeks to comprehensively enhance disaster reduction and prevention, disaster resistance and preparedness, and disaster relief and guarantee capabilities; promote whole-chain safety rectification in key industries and sectors through the "One Matter" approach; resolutely curb major and particularly serious accidents; effectively prevent major near-miss and relatively serious accidents; minimize natural disaster losses to the greatest extent; and resolutely safeguard people's lives, property, and overall social stability.

The Plan proposes that by 2030, China will have made noticeable progress in modernizing its emergency management system and capabilities, effectively establishing a governance model focused on proactive prevention, further improving the centralized, unified, and highly efficient emergency management system with Chinese characteristics, improving emergency command mechanisms under the Greater Safety and Greater Emergency Response framework, significantly enhancing the capacity to respond to and support major and particularly serious emergencies as well as grassroots emergency capabilities, and substantially raising the rule of law, scientific, and smart levels of emergency management, with continuous stability in work safety, disaster prevention, mitigation, and relief. By 2035, a major-country emergency response system with Chinese characteristics adapted to basically achieving modernization will be established, with full realization of law-based, science-based, and smart emergency response, and positive interaction between high-quality development and high-level security.

The Plan deploys five key tasks: deepening emergency management reform and innovation and promoting the construction of a Greater Safety and Greater Emergency Response framework; highlighting risk source control and accelerating the transformation of governance models toward proactive prevention; optimizing emergency force deployment and enhancing response capabilities for major and catastrophic disasters; strengthening comprehensive factor support and improving the response and guarantee system for major and particularly serious emergencies; and consolidating grassroots emergency foundations and improving society-wide disaster prevention and risk avoidance capabilities. The Plan requires upholding joint Party-Government responsibility, dual responsibility for each post, joint management, and accountability for dereliction of duty; ensuring effective implementation of the Plan and promoting the fulfillment of all goals and tasks; building a diversified investment guarantee framework and strengthening resource factor guarantees; and organizing mid-term and final evaluations of Plan implementation by the Ministry of Emergency Management, analyzing implementation effectiveness, and promoting problem resolution.

These solutions help regions complete risk source control and proactive early warning deployment, implementing the main thread of governance model transformation.

At this year's expo, Huace Navigation presented its UAV rapid embankment inspection and early warning system, equipped with the Intelligent Patrol AR10, capable of detecting multiple types of embankment hazards including piping, leakage, deformation, and subsidence. It achieves round-the-clock automatic identification and timely early warning, replacing traditional manual patrol inspection.

Under the theme "Smart Pudong, Safe Future," Pudong New Area demonstrated the specific applications of AI in digital urban governance at the expo.

▶ Aligning with Construction Tasks for [Unmanned Equipment + Integrated Space-Air Rescue]

The expo assembles heavy-lift rescue drones, water rescue robots, unmanned drainage equipment, AR intelligent embankment patrol systems, and integrated air-ground command equipment, filling the modernization gap in major and catastrophic disaster rescue equipment and enabling efficient emergency response.

At the expo, companies including Aerospace Guardian and AutoFlight showcased multiple high-performance rescue drones.

Yunzhou Intelligent's "Dolphin 3" surface rescue robot, with its battle-proven reliability, provided the industry with an intelligent solution.

China North Industries Group Corporation's 208 Research Institute showcased its independently developed "Confined Space Autonomous Reconnaissance Drone" series at the expo. The product features autonomous navigation and obstacle avoidance, high-precision real-time mapping, target detection and recognition, route planning and autonomous inspection, and automatic recharging in drone nests.

The expo covers a full range of exhibits including mining safety, urban flood prevention and disaster reduction, typhoon and flood control, urban and rural grassroots emergency response, emergency communications support, and special rescue vehicles, supporting multi-sector safety rectification in mining, water resources, housing and urban-rural development, and emergency management.

Multiple emergency rescue special vehicles were presented at this year's expo.

Dahua Technology presented its integrated "space-air-ground-sea" water emergency solution at the Pudong theme zone, showcasing solutions focusing on urban flood control and drainage, Beidou-based water positioning and information transmission, water quality monitoring, emergency rescue survey and mapping, and sudden siltation shallow point investigation.
